大批职工下岗产生了两个问题:一是再就业,二是社会保障。关于再就业问题,国家正在实施再就业工程,下岗职工可通过转业训练,双向选择,自谋职业,重新寻找自己的岗位;而社会保障特别是养老保险正面临断线续保的新情况,应予以高度重视和认真解决。 下岗职工的困惑 职工下岗后,其养老保险费能否继续按时足额缴纳就成了他们养老保险续保的关键问题。目前主要有以下3种情况: 一是“甩包袱”。有的企业推行股份制,但参股的职工只是一部分,有的甚至是一小部分,大多数职工只有下岗。企业为了减轻负担,将下岗职工当包袱甩给原企业,并由原企业负担养老保险费。而原企业经过改制后,“金蝉脱壳”已经空空如也,难以负担下岗职工的养老保险费。 二是“入另册”。有的困难企业,由于开工不足,人
