欧元区主权债务危机是近两年国际关注的焦点。主权债务是指一国以自己的主权为担保向国际货币基金组织、世界银行或是其他国家借来的债务。一旦一国政府失信或没有能力及时履行对外债务偿付义务,便出现了我们所说的“主权债务危机”。2003年7月9日西班牙颁布的22/2003号《破产法》第1篇第2章第2条指出:“当债权人无法正常地清偿他所有到期债务时可以申请破产。”也就是说,当个人或企业出现资不抵债的情况时可以申请个人破产或企业
The sovereign debt crisis in the euro area is the focus of international attention in the past two years. Sovereign debt refers to the debt a country borrows from the International Monetary Fund, the World Bank or other countries under its sovereignty. Once a country’s government has lost its trust or is incapable of fulfilling its obligation to repay foreign debts in time, what we call the “sovereign debt crisis” has emerged.
