应用系统论、方法论和风险管理原理,结合涉铁工程安全质量管理实际,立足本位,强调关联,实施上下联动,横向互控,并从宏观至微观,系统研判涉铁工程建设管理整体性和阶段性的主要风险项,并“有的放矢”地构建“有序可控”的管理体系,从而,通过各环节有效运行和有效监控来确保地铁系统安全稳定与发展。
Applying the theory of system, methodology and risk management, combined with the actuality of safety and quality management in iron-related projects, we emphasize the relationship and implement the linkage and interaction between horizontal and vertical. From the macroscopical to the micro-level, we systematically study the integrity and stage of construction management of iron- The key risk items of the subway system are “well-established” and “orderly and controllable”, so as to ensure the safety, stability and development of the subway system through effective operation and effective monitoring of all links.
