在日本学术振兴会的支持下,我们于1994年2月赴日对日本“入关”前后的产业振兴与保护政策进行了考察。在考察中,我们与日本政府、学界、企业界的有关官员、学者、企业家进行了深入交流,并搜集了大量历史资料。从我们的考察结果看,我们认为日本“入关”后,经济能够得到较快发展,有关产业能够迅速崛起,决不能仅仅归因于其产业政策的成功,日本政府在充分发挥市场竞争作用的前提下,对产业振兴与扶植,在某种程度上起着更为重要的作用。
With the support of the Japan Society for the Promotion of Science and Technology, we went to Japan in February 1994 to inspect the industry’s revitalization and protection policies before and after Japan’s entry into the WTO. During the inspection, we conducted in-depth exchanges with relevant officials, scholars, and entrepreneurs of the Japanese government, academia, and business circles, and collected a large amount of historical data. From our investigation results, we believe that after Japan’s “entry into the customs,” the economy can develop rapidly and related industries can rise rapidly. It must not be attributed solely to the success of its industrial policy. The Japanese government is playing a role in market competition. Under the premise, the revitalization and support of the industry play a more important role to some extent.
