乌拉圭回合谈判最终导致了WTO的建立,世界贸易自由化进一步深入。学术界对世界贸易组织成立的原因分析有很多,但对美国所起作用分析不够。20世纪70年代美国国力下降导致国内贸易保护主义上升,也导致了多边贸易体系公共性的加强。通过历史分析发现,美国对世界贸易组织控制力量削弱并没有改变美国试图控制该体制的意愿,这一矛盾是乌拉圭回合历时近10年的原因之一,也是多哈回合失败的原因之一。
The Uruguay Round negotiations eventually led to the establishment of the WTO and further deepened the liberalization of world trade. Academia has many reasons for the establishment of the World Trade Organization, but there is not enough analysis of the role of the United States. The decline of the U.S. national power in the 1970s led to an increase in domestic trade protectionism, which also led to the strengthening of the public nature of the multilateral trading system. Through historical analysis, it is found that the weakening of the U.S. control over the World Trade Organization does not change the U.S. intention to control the system. This contradiction is one of the reasons that the Uruguay Round lasted for nearly 10 years and was one of the reasons for the failure of the Doha round.
