在奥运工程建设项目中,除奥运村项目可在奥运会比赛后改造成住宅社区出售或出租获利外,其它奥运比赛场馆项目依靠自身收益,如球赛门票收入、企业的广告赞助收入、文艺会展收入等,只能收回部分投资,因此奥运工程建设项目还是以社会效益为主的公益性体育设施项目。如果没有政府投资和土地综合开发建设特殊优惠政策的大力支持以及30年特许经营权的承诺,则不能吸引社会资金参与奥运比赛场馆的投资和建设。因此,奥运工程项目实质上还是应纳入非经营性政府投资项目的管理范畴,准确地说应是半经营性政府投资项目。
