歲序更新,又是一年開始,今年已是教育建設五年計劃的第三年了。根據過去的工作情况和今後的發展要求來看,今年以至今後若干年,普通教育工作的中心任務,應該是積極地穩步地提高學校教育質量。大家知道,普通教育的發展是很快的。五年年來,中學學生增加了一·八倍,小學學生增加了一·一倍。同時,學生的知識質量也較解放以前有所提高,學生新的品質、新的精神面貌,正開始養成,學生體質健康也正逐年增進,這是好的。但是,從社會主義教育的要求來說,這不僅不够,而且根據今天學生學習的結果來檢驗我們的工作,就還存在着嚴重的問題。第一、學生知識水平還不高。很多學生功課成績不好,特別是語文知識差。留級現象也很嚴重。有的兒童上學四、五年甚至六、七年仍在一個年級内未動。有的地方小學留級生竞達學生總數百分之三十,中學留級生有達學生總数百分之十七的。畢業學生程度也差。如一九五四年高中畢業生投考高等學校理工科,數學不及格的佔報考人数万分之七十三,物理不及格的佔万分之七十二。有些地區初中畢業生投考高中,不及格的人數竞佔總人數百分之七十六。這說明我們的教學質量是不高的。第二、在部份學生中間資産階級思想還很嚴重。甚至在學生中發生不少破壞紀律、败壞道德的现象。最突岀的如馬小彦,這類具體事例,各地報紙登載的已經不少。這說明我們共產主義道德教育還是很薄弱的。第三、高小、初中畢業生從事勞動生產,表现還缺乏勞動習惯和一定的勞動技能。這說明我們的勞動教育還存在着缺點。至於綜合技術教育更是談不上了。第四、學生健康狀况還不够令人滿意。一九五四年招生,各地因身體絛件不合格不能報考的學生為数還不少。有的地方高中、師範畢業生投考高等學校,其中肺部不健康的和神經衰弱的佔相當比例,甚至十幾歲的青年,有血壓高等等毛病。這
