《全民所有制工业企业转换经营机制条例》(以下简称《条例》)发布实施已近一年,各地政府积极行动,纷纷制定实施细则或办法,落实企业经营权,但企业“自主经营、自负盈亏、自我约束、自我发展”的机制并未建立,企业转换经营机制的目的没能实现,反而出现基建投资过热、物价上涨过快、通货膨胀等负效应。原因何在?笔者认为:《条例》只规定了转换企业经营机制的前提条件——落实企业经营自主权,却没有规定企业转换经营机制的保证条件——企业家市场即经理竞争机制。
The “Regulations on Changing the Operating Mechanism of Ownership-Owned Industrial Enterprises” (hereinafter referred to as the “Regulations”) has been promulgated for almost a year. Local governments have taken active actions and have formulated implementing rules or methods to implement the operating rights of enterprises. However, enterprises “operate independently and assume sole responsibility for profits and losses. The mechanism of self-restraint and self-development has not been established. The purpose of the enterprise’s transformation of the operating mechanism has not been realized. On the contrary, there have been negative effects such as overheated infrastructure investment, rapid price increase, and inflation. What are the reasons? The author believes that: The ”Regulations" only stipulates the preconditions for the transformation of the company’s operating mechanism - the implementation of corporate management autonomy, but there is no guarantee of the conditions for enterprises to change the operating mechanism - the entrepreneurial market is the manager competition mechanism.
