计划与市场的结合问题是我国经济改革与发展所必须解决的重要问题。我们认为中国企业家的作用是解决这个问题的重要实践依据。一计划与市场的关系实质上是一种利益关系。社会主义的国家经济计划集中体现了国家利益、全局利益、长远利益;而市场则是局部利益、消费者利益、企业利益、现实利益的重要反映场所。市场所反映的利益关系带有微观局部性、暂时性和差异性的特点。国家制定计划的目的就是要从局部的利益差异中求得整体的平衡,从若干暂时利益的变换中谋求发展的一致性,从差异中突出其共同点。即是说,计划反映宏观利益,市场反映微观利益,两种利益的差异和冲突构成了社会主义有计划商品经济的特殊矛盾。如何正确处理这对矛盾成了社会主义经济改革与发展的核心课题。在这个问题上,我国经济实践中曾有过两方面的教训,一是片面强调计划,而否定市场在经济发展中的地位和作用;
The combination of planning and market is an important issue that must be solved in our country's economic reform and development. We think the role of Chinese entrepreneurs is an important practical basis for solving this problem. The relationship between a program and the market is essentially a matter of interest. The socialist national economic plan embodies the national interest, the global interest and the long-term interest, while the market is an important reflection of the local interest, consumer interest, enterprise interest and real interest. The market reflects the relationship between the interests of the micro-localized, temporary and differences in the characteristics. The purpose of the state's plan is to find the overall balance from the differences in local interests, to seek the consistency of development from the transformation of a number of temporary benefits and to highlight the common ground among the differences. In other words, the plan reflects the macro-interest and the market reflects the micro-benefits. The differences and conflicts between the two interests constitute the special contradictions of the socialist planned economy. How to correctly handle these contradictions has become the core issue of the socialist economic reform and development. On this issue, there have been two lessons learned in China's economic practice. One is to emphasize plans one-sidedly while negating the market's position and role in economic development.
