目的探索医疗改革城乡医院对口支援中综合医院的行政管理体系。方法 2010年采用查阅文献和访谈行政科室主任及帮扶医院的医务人员的方法,结合对口支援医院的需求,逐步建立完善了城乡对口支援医院的行政管理体系。结果 2010年-2013年累计派出123名人员支援8家二级县级受援医院,支援后受援医院综合业务能力、技术质量控制、管理等方面得到全面提升;截至2013年底,经对口帮扶2家医院晋升为三级乙等综合医院,2家晋升为二级甲等综合医院,3家医院通过二级甲等复评,3家为县级区域医疗中心及升为市级重点学科。结论改善了基层县级医院综合业务管理水平;提升了三级公立医院对口支援联动性与社会公益性,有效推动了县级医疗体制改革的进程;建立了对口支援行政统一管理帮扶模式、人员管理、评价标准、效果评估等行政管理体系,促进了对口支援工作长效机制的可持续性。
Objective To explore the reform of the administrative system of general hospital in the counterpart support of urban and rural hospitals in medical reform. Methods In 2010, the administrative management system of urban and rural counterpart hospitals was gradually established and perfected with the method of consulting the literature and interviewing the chief of administrative department and the medical staff of helping hospitals, combining the needs of counterpart support hospitals. Results From 2010 to 2013, a total of 123 staff members were sent to support eight second-level county-level hospitals receiving assistance. After the hospitalization, the overall operational capacity, technical quality control and management of the supported hospitals were fully improved. As of the end of 2013, Two hospitals were upgraded to tertiary tertiary general hospitals, two were upgraded to second-level general hospitals, three hospitals passed second-level second-level re-assessment and three were county-level regional medical centers and were upgraded to municipal key disciplines. Conclusion Improve the level of comprehensive management of county hospitals; improve the level of public hospital counterpart support linkage and social welfare, and effectively promote the process of county-level medical system reform; established a unified administrative assistance to support the mode of counterparts, the staff Management, evaluation criteria, effectiveness evaluation and other administrative management systems have promoted the sustainability of the long-term mechanism of counterpart assistance.
