强化业主管理职能,提高业主驾驭工程建设全局的能力和水平,是确保公路工程施工质量的先决条件项目执行过程中,业主单位较其他参建单更为关心工程建设的质量、进度和投资效益,在建设中起着决定作用。因此,必须全面强化业主管理职能。业主管理班子配备要全面、精干,管理人员的配备要兼顾工程管理、技术、合同、财务、机械等各方面业务,应具备行使业主单位职责的能力和水平,克服以往工程建设管理中的“小业主、大监理”的片面做法。
