人力资源是生产力要素中最积极、最活跃、最有潜能的因素 ,国家、企业之间的竞争归根到底是人才的竞争。建设项目是一个系统工程 ,由多个元素组成的统一体 ,对现行建设管理体制进行科学的结构重组 ,使其功能最大化。国际通行的项目建设体制分为工程总承包、专业分承包、劳务分承包 3个层次 ,形象地称之为“梯型模式”。以人力资源为核心 ,有结构合理的管理体制 ,充分发挥设计单位的自身优势 ,再有必要的政策支持 ,相信电力设计院创建成为国际型工程公司的前景是光明的
Human resources are the most active, the most active and the most potential factor in the productive forces. The competition between countries and enterprises is, in the final analysis, talent competition.
