随着第十二个国民经济发展战略与社会发展五年规划的实施,我国社会经济得到了快速且全面的发展。然而,在发展过程中,我国广大县域的环境矛盾凸显,并日益激烈。县域环境的破坏主要基于两个方面,第一,城市环境问题向农村转移;第二,县域为发展自身经济而引入了污染严重的企业,造成了区域环境污染和生态破坏。而环境监察作为环境保护的执行部门,担负着控制环境污染、保护生态平衡的重要责任。基层环境监察更是处于执法第一线,其执法能力直接影响着当地的环境状况。因此,加强基层环境监察的执法能力,是我国环境监察部门面临的重要课题。
With the implementation of the twelfth national economic development strategy and the five-year plan for social development, China’s social economy has witnessed rapid and comprehensive development. However, in the course of development, the environmental contradictions in the vast majority of counties in our country have become more prominent and increasingly fierce. The destruction of county environment is mainly based on two aspects. First, urban environmental problems are transferred to rural areas. Second, the county has introduced polluting enterprises for the development of its own economy, causing environmental pollution and ecological damage in the region. As the environmental protection department, environmental monitoring is responsible for controlling environmental pollution and protecting the ecological balance. Grassroots environmental monitoring is at the forefront of law enforcement and its law enforcement capacity has a direct impact on the local environmental conditions. Therefore, strengthening the capacity of law enforcement of grass-roots environmental monitoring is an important issue facing the environmental supervision department in our country.
