德者,才之帅也。党的十七届四中全会提出“要坚持德才兼备、以德为先的用人标准,把干部的德放在首要位置”。这是新形势下我们党选拔任用干部的基本原则和重要标尺。但是,从目前全国各地的实践来看,对干部德的考核普遍存在着考评标准空泛化、方法简单化、结论公式化等现象,以致于对干部的德考不准、考不实、考不透。因此,必须要认真研究考察周期,创新考察方法,拓宽考察渠道,动态地、系统地识别干部的德行,切实考准考实干部的德。
