At present, China’s economic performance is good. However, due to the deep-seated contradictions accumulated over the past years and the impact of the “two regulations” in the second half of the year, the loss of state-owned enterprises was still very serious. From January to June of 1994, the state-owned industrial enterprises in the national budget suffered a loss of 16,672 households and a loss of 46.3%, a year-on-year increase of 15.5%. The loss amounted to 21.197 billion yuan, an increase of 22.8%. This will not only affect the sustained, rapid, and healthy development of the national fiscal revenue and national economy, but will also directly affect the pace of deepening reforms.
