目的回顾并思考2011年1月新疆拜城县疾病预防控制中心实施绩效工资制度改革一年来的工作实践,并进行效果评价,为今后进一步的工资制度改革提供依据。方法对已实施的绩效工资发放机制和绩效工资分配制度进行分析。结果通过实施绩效工资,调整收入分配,职工的目标意识、责任意识、竞争意识明显增强,一整套岗位评估体系已经建立,科室之间关系得到改善,灵活的绩效工资奖励机制较好地调动了职工的工作积极性,但也存在职工思想认识不统一,中心现有的内部绩效考核量化表评估指标尚需完善等亟待今后改进。结论实施绩效工资要提高职工的思想认识,建立科学合理的考核指标体系和方法,建立有效沟通和反馈机制,不断修订考核指标以及科学运用考核结果。
Objective To review and consider the work practice of implementing performance pay system reform in January 2011 in Baicheng County, Xinjiang Uygur Autonomous Region, and to evaluate the effect so as to provide the basis for further wage system reform in the future. Methods The implementation of the performance pay mechanism and performance pay distribution system analysis. Results Through the implementation of performance pay, adjusting income distribution, staff awareness of the target, sense of responsibility, a clear sense of competition, a set of job evaluation system has been established, the relationship between departments has been improved, flexible performance pay incentive mechanism to better mobilize the staff However, there are also problems such as ununification of employees’ ideology, improvement of the evaluation index of the existing internal performance appraisal quantitative scale, and so on. Conclusion The implementation of performance pay should enhance the workers’ ideological understanding, establish a scientific and reasonable assessment index system and method, establish an effective communication and feedback mechanism, and constantly revise the assessment indicators and the scientific assessment results.
