构建特色成人高校是我国终身教育发展的战略需要,也是成人高校深化改革、适应社会主义市场经济的必然趋势。积极、适时地推行成人高校人事制度改革,其目的是使学校用人机制与学校改革、发展同步互动,努力创造出一个公开、平等、竞争、择优的用人环境;健全一种干部能上能下、教职工能进能出、收入能高能低、充满活力的用人机制;完善一套管理严格、制度完备、群众参与和监督的体系,最终建立起符合我国成人高等教育特点的人事管理体制和运作机制。
