“一事一议”农村公共产品分配方式不仅有利于激发广大农民参与民主政治建设,而且有利于严格贯彻国家农村税费改革政策,切实减轻农民负担,促进农村集体生产和公益事业的良性发展,保证农村税费改革的顺利进行,更有利于纠正乡村强迫命令,改进基层干部作风,密切党群关系,维护农村社会稳定。本文通过分析“一事一议”制度在实践过程中存在的问题,并剖析产生问题的原因,提出要广泛宣传,增强民主意识,制定好预算方案,开好群众会议,控制好议事范围;落实方案,做好归户工作;加强“一事一议”监督管理;实行公开招标活动;改善经济基础等具体的建议及对策。 “The issue of a matter ” rural public goods distribution is not only conducive to inspire the majority of farmers to participate in the construction of democratic politics, but also conducive to strict implementation of the national tax reform policy in rural areas, and earnestly reduce the burden on farmers and promote the healthy development of rural collective production and public welfare undertakings So as to ensure the smooth progress of the tax-fee reform in rural areas. By analyzing the existing problems in practice and analyzing the causes of the problems, this paper proposes that we should widely publicize and enhance the awareness of democracy, formulate a good budget plan, hold good meetings and control the scope of deliberations; To implement the plan, do a good job of relocating households; strengthen “a matter of a meeting ” supervision and management; implementation of open bidding activities; to improve economic fundamentals and other specific recommendations and countermeasures.
