物业管理是一种多层次、综合性的管理服务,它与我国以前房屋管理体制相比,发生了根本性的转变,亦即:由过去单纯的房屋维修,转变为对建筑物及其附属物、场地进行全方位的管理服务;由过去自上而下的行政性管理,转变为物业公司与业主之间的一种契约性管理;由过去的房管所(局)的福利性管理,转变为物业公司的企业化管理。对于业主来说,物业管理的服务是一种有偿服务。
