建筑市场的国际化使承包商间的竞争更为激烈,工程项目管理效能已逐步成为施工企业核心竞争力的集中体现。通过管理效能理论的阐述,表明工程项目管理效能对承包商发展的重要意义,分析了工程项目管理效能的三个指标——质量、成本、进度之间的关系。在此基础上,构建管理效能递阶结构模型和效能评价函数,并结合模型从组织结构、人员素质、管理机制、流程优化和效能监察五个方面提出了效能提高的措施。
The internationalization of the construction market makes the competition among contractors more intense, and the efficiency of project management has gradually become the concentrated expression of the core competitiveness of construction enterprises. Through the elaboration of the theory of management effectiveness, it shows the significance of project management effectiveness to the contractor’s development and analyzes the relationship between the three indicators of project management effectiveness - quality, cost and progress. Based on this, a hierarchical model of management effectiveness and a function of effectiveness evaluation are constructed. Combined with the model, measures are put forward to improve the efficiency from five aspects: organizational structure, personnel quality, management mechanism, process optimization and performance monitoring.
