加强灌溉管理工作,改革旧的不合理的水规水程,创造新的用水方法,是当前灌溉事业中的重要环节。山西省水利局在过去只知道领导群众澆地搞水利,只是沿变老的灌溉办法,不了解怎样澆才会合乎土壤、气候、作物的要求。经过一九五○年一年来的摸索,从各级领导思想上来看,已经在开始扭转此种现象。现在把工作中所体会到的几点经验,分述于下:甲、健全民主的管理机构,是做好灌溉工作的关健。一年以来,不但建立了汾河、瀟河、滹沱河三个新的甲种河系组织;而且改造和建立了三十八个乙、丙种河系组织。由于新的管理组织的建立,在人事费上,大为缩减, Strengthening irrigation management, reforming the old irrational water regulation and water creation and creating new methods of water use are important links in current irrigation projects. In the past year, not only three new A-type river systems of Fenhe River, Xiahe River and Hutuo River have been established, but also 38 river system of B and C have been rebuilt and established. Due to the establishment of a new management organization, the staff costs have been greatly reduced.
