According to the 2004 data from the Ministry of Education of China, the number of students (excluding graduate students) in China’s higher education has reached 17.5 million, ranking first in the world. Almost a quarter of the 17.5 million people (4.2 million) are undergraduates who receive “adult education.” A small part of them have been involved in the work of the “adult”, a large part of the entrance exams high school students. However, the chapter on “adult education” in their certificates has determined that they are only “second-class citizens” in the labor market and are despised by the employing units. As a result of this contempt, the adult education in China has always been unable to go to the next level. However, adult education has, in some places, become part of the official corruption and become a shortcut for those who have access to jobs and promotions.
