石油和化学工业是我国的基础产业和支柱产业之一,多年来一直在国民经济中占有重要的地位。但传统石化企业的采购只能服务于生产,保证石化企业生产和销售的需要,所以往往用高库存来保证生产供应。在社会需求变化迅速、企业生产方式转变后,传统的采购管理暴露了很多问题,主要是库存积压占用大量的资金,不能满足生产柔性化的需求。降低采购成本、降低库存一直是石化企业采购管理部门关注的重点。本文通过对我国石化企业现有采购管理体系的分析,发现在管理中存在的不足,结合供应链管理思想,提出建立基于供应链的采购管理体系,对采购业务流程、供应商管理、采购绩效评价体系的设置提出改进的意见,为企业进一步改善采购管理效率,节约采购成本,满足下游用户的物资需求,为实现石化企业总体战略目标服务。
The oil and chemical industry is one of China’s basic industries and pillar industries, and has occupied an important position in the national economy for many years. However, the procurement of traditional petrochemical enterprises can only serve the production, to ensure the production and marketing of petrochemical enterprises need, so often with high inventory to ensure production and supply. After the social demand changes rapidly and the mode of production of enterprises changes, the traditional procurement management has exposed many problems, mainly because the backlog of inventory occupies a large amount of funds and can not meet the needs of flexible production. Reduce procurement costs and reduce inventory has always been the focus of the purchasing management department of petrochemical enterprises. Based on the analysis of the existing procurement management system of petrochemical enterprises in our country, this paper finds that there are some shortcomings in the management. Based on the idea of supply chain management, this paper puts forward the establishment of a procurement management system based on supply chain, and evaluates the purchasing business process, supplier management and procurement performance The system set up to improve the views for the enterprise to further improve the procurement management efficiency, saving procurement costs, to meet the needs of downstream users of materials, petrochemical enterprises to achieve the overall strategic goal of service.
