本文以我国29个省份的面板数据,采用协整和FMOLS方法分析三大创新主体的R&D支出对专利授权量的影响。结果表明:全国范围、东部和中部地区以工业企业为主导的创新主体局面均已形成,但三大创新主体之间的协同效应不明显;西部地区还没有形成以企业为主导的创新主体协同格局;高校R&D经费支出对创新能力的提升,存在与市场需求结合不紧密、效果滞后以及激励不足等问题。因此,需要培育和深化以企业为主导的创新格局。同时,不能忽视研发机构和高校的创新能力,要积极鼓励研发机构和高校开展创新活动,提升两者的创新投入产出效率,使三大创新主体之间形成有机整体。
Based on the panel data of 29 provinces in China, this paper analyzes the impact of R & D expenditures on the amount of patent grants by using cointegration and FMOLS methods. The results show that all the innovation entities dominated by industrial enterprises in the whole country, in the east and in the middle have been formed, but the synergies between the three innovators are not obvious. In the western region, there is no formation of a synergistic pattern of innovation entities led by the enterprises ; R & D expenditures of colleges and universities to enhance innovation ability, there is not closely integrated with the market demand, the effect of lagging behind and lack of motivation and other issues. Therefore, we need to nurture and deepen the innovation pattern led by the enterprise. At the same time, we should not neglect the innovation capability of R & D institutions and universities. We should encourage R & D institutions and universities to carry out innovative activities and enhance the input-output efficiency of the two, so as to form an organic whole among the three major innovation entities.
