This paper reviews the forest use during the disorderly development of West Virginia in the United States and Shaanxi Province in China. Due to the nature of the forest, differences in the pressure and duration of development and utilization lead to differences in economic and ecological restoration processes between the two regions. About a century after disorderly development, West Virginia forests have come to the stage of sustainable management and conservation. Due to the overuse and disorderly development of forests in Shaanxi Province, it is not yet certain that forests are still in the initial stage of ecological restoration. It will take a century or more to fully recover to a sustainable stage. Some measures to promote forest restoration have been put forward. Figure 6 Reference 18.
