我国铁路基本建设,长期以来是由国家拨款、设计院设计、工程局施工、铁路局使用。在设计鉴定会上,往往是铁路局争设备、工程局争投资、设计院单纯搞设计。这种管理形式,往往忽视了基本建设中最关键的一点,即是说没有把各自工作的重点都放到以提高工程建设经济效益为中心上来。因此,究竟由那一个部门负责对工程实行总承包,是一个值得探讨的问题。
China’s railway infrastructure has long been funded by the state, design institutes, construction engineering bureau, the railway bureau to use. In the design appraisal meeting, it is often the Railway Bureau to compete for equipment, engineering department to fight investment, design institute simply engage in design. This form of management often neglects the most crucial point in capital construction, that is, it fails to place the emphasis of their respective work on the issue of improving the economic benefits of construction. Therefore, it is worth discussing whether that department should be responsible for general contracting of the project.
