集体经营性建设用地合理有序入市,可以通过规划管理与总量控制有效遏制土地非法变相流转,通过利用市场机制深化集体经营性建设用地开发利用、减少土地粗放利用现象。本文通过对集体经营性建设用地入市的前提、主体和范围等进行分析,对权责利进行了界定,有助于规范和完善集体经营性建设用地入市的机制。
The reasonable and orderly market for collectively-run construction land can effectively curb the illegal circulation of land through planning management and total amount control, and deepen the development and utilization of collectively-operated construction land by means of market mechanisms to reduce the phenomenon of extensive land use. This article analyzes the premise, subject and scope of collective construction land, and defines the rights and responsibilities, which helps to standardize and perfect the mechanism of collectively operating construction land into the market.
