在农村基层党建工作中,我们对哪些乡镇是后进心里是有底的。年年整顿后进,但只限于内部掌握,从不在大会上公开,一是怕后进不认账,二是怕伤了后进乡镇干部的面子,使他们太尴尬,挫伤其积极性。这样一来,对后进不但没有形成压力,反而产生了一种庇护作用。一些后进乡镇认为,不当先进就不当先进吧,还不费那么大劲呢。1998年,“创建农村基层党组织先进县”工作开始了。当时的县委一班人认识到,再也不能对后进捂着盖着了,如果连让后进公开亮相都做不到,怎么能对后进有压力,怎么能形成罚劣的氛围?既然抓创建,就得动真的,敢于公开鞭策后进。四年来我们采取排队抓尾、公开亮丑的办法,对6个后进乡镇党委、45个后进支部公开评比排队,让他们亮了相。 In the rural grassroots party building work, we have a bottom in the hearts of which towns and villages are backward.
