However, due to the handling of such issues as retaliation against whistleblowers, the enthusiasm reported by the public has declined in recent years and there is a large proportion of anonymous whistleblower reports. According to our statistics, anonymous reports accounted for more than 60% of the total number of reported whistleblowers. At present, the relevant provisions on whistleblowing are scattered among some laws, regulations and rules, and the departments themselves act in a divisive manner.
