The SEZs carrying the essence of the imbalanced growth theory should rise to be an economic development strategy and mode. Economic development in the form of SEZs is not only adopted by developing countries, but also adopted by many developed countries. However, there are differences in the mode of operation of special economic zones in various countries (regions) in practice.
