流域管理是指国家以流域为单元对水资源实行统一管理 ,这对水资源永续利用和可持续发展具有重要意义 ,并已成为水资源保护管理的趋势。各国流域管理的共同经验之一是实行公众参与 ,而我国流域管理中的公众参与制度并未建立 ,为此应对这一制度予以规定 Watershed management refers to the state’s unified management of water resources as a unit, which is of great significance to the sustainable use and sustainable development of water resources and has become a trend of water resources protection and management. One of the common experiences of watershed management in other countries is the implementation of public participation. However, the system of public participation in river basin management in our country has not been established. Therefore, the system should be regulated
