据1987年11月11日第256期《中国报刊报》(现已改名为《新闻出版报》)载:目前,对公开发行的刊物,有一级刊物、二级刊物的提法;有些单位和部门的报表,也要求下属科研单位按发表论文的刊物级别统计论文数量。许多同志向有关部门询问划分刊物级别的标准。为此,记者访问了中宣部、新闻出版署、国家科委等有关部门。这些机关从未对刊物划分过等级。 记者在访问中了解到:新闻出版署、国家科委等有关部门,从来没有一级刊物、二级刊物的提法。他们对国内公开发行的刊物只划分为中央刊物和地方刊物。所谓中央刊物,是指由中央各部委、各学会主办,由国家有关部门批准的刊物。中央刊物和地方刊物的划分,并不等于给刊物本身定规格,刊物质量高低并不取决于它是中央刊物或地方刊物。那
