I. INTRODUCTION Due to the heterogeneity and complexity of the rock’s natural state, the dispersion of its experimental data can not simply be considered as the result of experimental errors. Yegulalp and Mahtab (1983) suggest that the inherent variation characteristics of rock test data should be expressed in terms of unified parameters (rather than constants) in the design. (1983) pointed out that experimental data should not be used as design parameters even in large field trials.
