在农业生产上,劳动生产率和机械化水平的高低,是衡量农业现代化的重要指标。国际经验证明了,实现农业机械化必须研究和制定一个与机械化生产相适应的机械化高产耕作栽培体系。形成现代化栽培体系的过程也就是继承、发展、变革传统农业的过程。水田由于淹水条件和作业环节复杂等因素所限,就全面实现系列机械化作业而言,无疑比旱田难度要大,根据几年来试验和调查研究,对辽宁省水田机械化现代化栽培体系问题,提出下述看法,供领导和有关部门参考。
