针对以往煤矿灾害应急能力评价研究缺乏专项针对性的问题,在总结研究煤矿水害发生影响因素以及灾害应急能力评价的基础上,提出了煤矿水害应急能力评价指标体系,采用AHP分析法构建了目标层、准则层以及方案层3层次的煤矿水害应急能力评价模型,通过Delphi法与AHP分析法相结合来确定评价指标的权重与分级,最后用数值的形式表述出煤矿水害应急能力的高低,为提高煤矿水害应急管理能力提供了量化依据。
Aiming at the lack of specific pertinence in the research on coal mine disaster emergency response capacity evaluation, this paper put forward the evaluation index system of coal mine water disaster emergency response capability based on the study of the influencing factors of coal mine water damage and the emergency response capability. AHP method was used to construct target layer , The standard level and the program level three levels of coal mine water disaster emergency response capability evaluation model, through the combination of Delphi method and AHP analysis method to determine the weight and classification of evaluation indicators, and finally numerical expression of the coal mine water emergency capabilities, Water emergency management capabilities provide a quantitative basis.
