目的探讨广州市妇幼卫生人力配置公平性随时间的改善状况。方法采用基尼系数和泰尔指数分析和评价广州市社区2009年和2013年妇幼卫生人力资源配置公平性及变化趋势。结果与2009年相比,2013年广州市社区妇女保健人员、儿童保健人员分别增加了36.0%、29.3%,按照服务对象计算,2009年、2013年妇女保健人员配置的基尼系数分别是0.282、0.156,儿童保健人员配置的基尼系数分别是0.314、0.131;2013年妇女保健人员配置的总泰尔指数是0.017,儿童保健人员配置的总泰尔指数是0.006,妇女/儿童保健人员配置的区域间泰尔指数均大于区域内。结论广州市社区妇幼卫生人力配置较公平,优化人力配置应关注区域间的分配不公平问题。
Objective To explore the improvement of the fairness of maternal and child health in Guangzhou over time. Methods The Gini coefficient and the Theil index were used to analyze and evaluate the fairness and change trend of maternal and child health human resource allocation in Guangzhou community in 2009 and 2013. Results Compared with 2009, the number of women health workers and child health workers in Guangzhou increased by 36.0% and 29.3% respectively in 2013. According to the respondents, the Gini coefficients of the health personnel in 2009 and 2013 were 0.282 and 0.166, respectively Gini coefficients for child health staffing were 0 314 and 0 131, respectively. The total Theil index for women health staffing in 2013 was 0.017 and that for child health staffing was 0.006. Women / child health staffing inter-regional Thai Seoul index are greater than the region. Conclusion Maternal and child health in Guangzhou is more fair in human resources allocation and the optimization of manpower allocation should focus on the issue of inequitable distribution among regions.
