阴山地区自古以来就是北方游牧文化与中原农耕文明交融、汇合之地。鉴于其重要的地理位置,早在大蒙古国时,蒙古统治者就将一些重要地区分封给诸王、驸马管领。元代统一后,随着行省制度的成熟和中央集权的发展,不仅在阴山地区设立了直属中书省的路及地方行省进行管理,还在诸王、驸马领地增置具有双重性的特殊机构,使阴山地区进一步置于中央政府的统辖之下。
