为规范人事档案管理工作,提高档案管理水平,使之更科学化、规范化、制度化。同时为了更有效的对员工人事档案进行妥善的保护和利用,维护人事档案材料的完整,使人事档案的建立、整理与管理工作有所依据,特制定本管理制度。因为保存档案的目的不是为了谋求利益,获得利润,而是为了造福于人类,为人类社会的生存和持续发展创造某种基本的条件,所以它的效益最终大多表现为社会效益,人事档案管理工作人员的重要性,我们应该如何做好对每一份档案的保管工作。人事档案质量是档案的生命线,档案质量的好坏直接影响其效用。我们每个从事档案管理工作的人员必须树立档案全面质量管理的思想,使档案质量不断提高。
