近年来,中央政府对于房地产行业多次调控然而却收效甚微。是什么原因造成了房地产行业难调?本文从政府、房地产商及其利益集团和普通购房者的三种角度,政策实施的滞后性、地方政府的不作为、房地产商对利润的追求、中介商的不规范性、炒房团的投机行为、中国人的传统观念以及城市化进程七个因素,对高房价的成因进行阐述。最后得出政府需降低土地出让金首付比例、加大经济适用房的建设及规范房地产市场和合理引导对楼房的消费才能从根本上治理房价过高的结论。
