领导干部兼任指单个干部同时担任两个或多个领导职务的现象。它可以划分为多种类型,具有普遍性和差异性、跨界性与主辅性、不稳定性与错位性等特征。领导干部兼任通常是出于以下四个方面的预期目的:加强党的领导、提升政治地位、增进资源整合与部门合作、实施政治过渡或后续安排。但在运行中却产生了人治色彩、职责交叉、精力分散、腐败加剧等后果。建议沿着制度细化、专兼协调、考核监督等思路进行相应改革,并根据兼任的类别、层级、属性采取具体措施。
Leading cadre concurrently refers to the phenomenon that a single cadre holds two or more leadership positions at the same time. It can be divided into many types, with the characteristics of universality and diversity, transborderness and main auxiliary, instability and dislocation. Leading cadres usually serve their intended purpose in the following four aspects: strengthening party leadership, promoting political status, enhancing resource integration and departmental cooperation, and implementing political transition or follow-up arrangements. However, in operation, it has resulted in the consequences of people’s governance, cross-responsibility, distractibility and corruption. It is suggested that the reform should be carried out along the lines of system refinement, specialization and coordination, assessment and supervision, and take specific measures according to the categories, levels and attributes of concurrent posts.
