英国实行多元化工会结构,面对企业内部的多个工会,雇主通常只承认最有代表性的一个工会,并授予其集体谈判权。本文介绍了承认制度的涵义、承认的程序,并结合英国的历史传统和现实立法分析了承认制度的深层次问题,即集体谈判在协调劳资关系中的地位和作用。
In the United Kingdom, a diversified union structure is adopted. Facing multiple trade unions within an enterprise, employers usually recognize only one of the most representative unions and award their collective bargaining power. This article introduces the conception of admitting system and the recognition procedure, and analyzes the deep-seated problem of recognition system based on British historical tradition and legislation, that is, the status and role of collective bargaining in the coordination of labor-capital relations.
