近年来,按照国务院统一部署,在各级财政都要实施国库集中支付改革,国库集中支付制度已成为财政财务管理的核心基础性制度。深圳特区外街道办管辖面积广,辖区流动人口达40-50万之多,城市建设和社会管理的任务相当重,财政资金的体量也比较大,在街道办一级推行国库集中支付改革对财务管理产生的变化和影响较大,如此大体量的街道只开设一个零余额账户,就会存在街道办零余额账户管理的问题、代扣代缴业务处理问题、硬件设施配置问题、沉淀资金清理问题和财务人员观念转变问题。要顺利推进国库集中支付改革,本人认为应该在街道办零余额账户下设二级预算单位,保留法人单位基本账户以便于代扣代缴,搭建国库集中支付系统网络运行环境,清理沉淀资金,组织人员培训,设置内部约束工作岗位,开展系统安装调试。
