俄罗斯是世界石油大国之一,其经济发展与石油工业,特别是石油出口密切相关。近年来,国际市场石油价格已成为俄制订年度预算必不可少的依据,预算收支乃至经济增长指标,都要根据对世界石油价格的预测确定。“9·11”事件后,国际市场石油价格大幅下跌,迄今未恢复到欧佩克确定的每桶22—28美元的浮动范围。油价能否保持稳定已成为俄领导人最关注的问题之一。
Russia is one of the world’s major oil companies and its economic development is closely related to the oil industry, especially oil exports. In recent years, the oil price in the international market has become an indispensable basis for Russia to formulate an annual budget. Budgetary revenue and expenditure and even economic growth indicators must be determined based on the prediction of world oil prices. After the “9.11” incident, oil prices in the international market fell sharply, and so far it has not returned to the OPEC’s range of 22-28 US dollars per barrel. The stability of oil prices has become one of the top concerns of Russian leaders.
