为保障《湖北省实施<中华人民共和国城市房地产管理法>办法》(以下简称《办法》)正确有效地在全省贯彻实施,根据《办法》第四十四条的规定,现就《办法》有关条款的执行问题通知如下:一、关于《办法》第三条第(三)项规定建设部门(房产管理部门)“指导、管理城镇国有土地使用权有偿转让和开发利用工作”的问题。这里所说的管理,主要是指土地使用权转让过程中的规划、房产权属、拆迁安置等方面的管理。城镇土地使用权转让中凡属土地权属管理等方面的工作,由土地部门负责。
