农村中小学撤点并校对我国基础教育的发展产生了重要影响,该问题的产生主要源于中小学布局调整政策制定过程中的不合理之处。从政策制定文本来看,主要体现在政策对象参与权缺失、政策目标传达失真;从政策制定行动来看,主要体现在地方政策制定目标偏离、地方特殊性考量不足。因此,在相关教育政策制定过程中应注意类似的问题,从而提升教育政策的有效性。
The removal of primary and middle schools in rural areas and school proofing have played an important role in the development of basic education in our country. The problem mainly arises from the unreasonableness in the process of formulating the adjustment policies for primary and secondary schools. From the perspective of the formulation of the policy, it is mainly reflected in the lack of participation right of the policy object and the distortion of the policy objective. From the point of view of the policy making action, it is mainly reflected in the deviation of the goal of local policy formulation and the insufficient consideration of the particularity of the localities. Therefore, we should pay attention to similar problems in the process of formulating relevant education policies so as to enhance the effectiveness of education policies.
