自《海牙规则》以来,国际社会一直在为海上货物运输法律的统一化而不懈努力。到目前为止,已有包括《海牙规则》、《海牙—维斯比规则》、《汉堡规则》、《鹿特丹规则》在内的四部公约问世。其中,《鹿特丹规则》的诞生,开辟了国际海上货物运输法律统一化进程的新道路。而“一带一路”战略,也是我国在国际海上货物运输法律统一化的大背景下提出的具有重大战略意义的构想。“一带一路”战略的提出是国际海上货物运输法律统一化的必然要求,同时也对国际海上货物运输法律统一化的发展产生巨大的推动力。
Since the Hague Rules, the international community has been making unrelenting efforts to unify the laws governing the carriage of goods by sea. So far, there have been four conventions including the Hague Rules, the Hague-Visby Rules, the Hamburg Rules and the Rotterdam Rules. Among them, the birth of the “Rotterdam Rules” has opened up a new road to the process of unification of international maritime trucking laws. The strategy of “Belt and Road” is also a concept that is of great strategic significance proposed by China under the background of the unification of international maritime trucking laws. The proposed strategy of “One Belt and One Road” is an inevitable requirement for the unification of international maritime trucking laws and a great impetus for the unification of the international carriage of goods by sea.
