金秋十月,国务院总理温家宝在广西考察工作时,对自治区党委、政府提出的构建由泛北部湾经济合作、大湄公河次区域经济合作两个板块和南宁-新加坡经济走廊一个中轴组成的中国-东盟“一轴两翼”区域经济合作新格局的构想给予了充分肯定。广西地处华南经济圈、西南经济圈与东盟经济圈的结合部,与东部、中部和西部三大地区相连,沿江、沿海、沿边,地理位置独特,交通优势明显。除了陆上交通联系内地以外,还拥有北海、钦州、防城港等港口群,是我国惟一与东盟既有陆地接壤,又有海上通道的省区,是西南地区的出海大通道,在中国与东盟泛北部湾、泛珠三角等国际国内区域合作中,广西具有不可替代的战略地位和作用。桂平市地处广西东南部,居黔、郁、浔三江交汇地带,毗邻粤、港、澳,背靠大西南,距北部湾海岸直线距离110～300公里左右,与位北部湾海岸的北海、钦州、防城港等城市陆路交通便捷。中国-东盟“一轴两翼”区域经济合作新格局的构想,也为桂平市经济社会发展带来了光辉美好的发展前景。桂平市将以此为契机,紧跟时代发展步伐,加快融入泛北部湾经济合作步伐,全面推进建设小康社会的伟大事业,为建设富裕文明和谐的山水旅游城市而努力奋斗。
In the autumn of October, when Premier Wen Jiabao of the State Council inspected his work in Guangxi, he asked the party committees and governments in the autonomous region to set up a China-China economic forum composed of two sections of Pan-Beibu Gulf Economic Cooperation and the Greater Mekong Subregion Economic Cooperation and a central axis of the Nanning-Singapore Economic Corridor. The concept of “one axis, two wings” of ASEAN’s new pattern of regional economic cooperation has been fully affirmed. Located in the south China economic zone, the junction of the southwest economic circle and the ASEAN economic zone, Guangxi is linked to the three major eastern, central and western regions. Its coasts, coastal areas and border regions have unique geographical advantages and clear transportation advantages. In addition to land transport links with the Mainland, it also owns port groups such as Beihai, Qinzhou and Fangchenggang. It is the only province in our country that borders on ASEAN’s existing land and maritime channels, and is a major thoroughfare for sea going to the southwest. Beibu Gulf, Pan-Pearl River Delta and other international and domestic regional cooperation, Guangxi has an irreplaceable strategic position and role. Guiping City is located in southeastern Guangxi, Guizhou, Yu, 浔 Sanjiang convergence zone, adjacent to Guangdong, Hong Kong and Macao, backed by the Southwest, Beibu Gulf coast straight line distance of 110 to 300 kilometers, with the Beibu Gulf coast of the North Sea, Qinzhou, Fangchenggang and other cities land convenient transportation. The idea of a new pattern of “one axis and two wings” regional economic cooperation between China and ASEAN has also brought brilliant and promising development prospects for Guiping’s economic and social development. Guiping will take this as an opportunity to keep pace with the development of the times, speed up the pace of economic cooperation with the Pan-Beibu Gulf, promote the great cause of building a moderately prosperous society in all aspects and strive for building a harmonious landscape town rich in culture and civilizations.
