阶梯式水价制度是提高人们节水意识,实现水资源可持续利用的重要措施之一。我国阶梯式水价制度尚不完善,尤其在阶梯式水量制定和水价价差设置等方面还存在众多问题。针对阶梯式水量难以确定的问题,研究构建了阶梯式水量模型,使得用水量梯度划分更加准确、科学,以期为阶梯式水价的推进提供参考。利用该模型对河北省某县级市阶梯式水量进行校核,提出符合该城市用水情况的阶梯式水量。
Stepped water price system is to improve people’s awareness of water conservation, water resources to achieve sustainable use of one of the important measures. China’s ladder-style water pricing system is still not perfect, especially in the step-by-step water pricing and price spread setting, there are still many problems. Aiming at the problem that the water level is difficult to be determined, a model of water level is developed to make it more accurate and scientific to divide water gradients, so as to provide a reference for the advancement of water pricing. This model is used to check the water level in a county-level city in Hebei Province, and to propose a stepped water volume that meets the water demand in the city.
