在事业单位改革不断深化的背景下,小规模事业单位的人才队伍建设面临更加严峻的挑战。目前,小规模事业单位人才队伍普遍存在人才观念老化、人才开发和流动机制不健全、人才激励机制不健全、人才培养手段有限等问题,笔者拟对此进行浅析并提出有关对策和建议。
In the context of the deepening reform of public institutions, the construction of qualified personnel in small-scale institutions is facing more severe challenges. At present, there are many problems in personnel workforce in small-scale PSUs such as the aging of talent concept, the imperfect talent development and flow mechanism, the imperfect talent incentive mechanism, and the limited talent cultivation methods. The author intends to analyze this issue and put forward some countermeasures and suggestions.
