建设用地指标交易监管机制能够有效解决建设用地指标市场“失灵”与政府权力滥用的问题。目前,建设用地指标交易监管机制存在着价格监管僵化、政府职权滥用及自律监管缺失等问题。应通过指导价格而非垄断价格来调控建设用地指标交易价格,将政府职权严格限制在建设用地指标交易最低保护价格、交易量监管,引入自律监管模式,实现建设用地指标交易监管机制的完善。
The construction land index transaction supervision mechanism can effectively solve the problem of “failure” and abuse of government power in construction land index market. At present, there are some problems such as rigid price regulation, abuse of government authority and lack of self-regulation. The price of construction land should be regulated rather than the monopoly price by directing the price rather than monopolizing the price. The government’s power should be strictly limited to the minimum protection price and the transaction volume supervision of the construction land index, and the self-regulatory mode should be introduced to improve the regulatory mechanism of the construction land index transaction.
